Bishop David A. & Pastor Jacques McNeil are leaders of a vibrant and cutting-edge church richly named Transforming Lives Ministries-(TLM) in the Los Angeles area. Bishop David and Pastor Jacques have been married for more than 30+ years. To their union, they have been abundantly blessed with an anointed daughter Micaela.

Transforming Lives Ministries was established after Pastor McNeil received a direct message from the Lord during a worship service at West Angeles COGIC on December 28th, 2014. Following intense prayer and fasting, confirmation from his wife with the support, wisdom, and counsel from his spiritual father and Pastor Bishop Charles E. Black, Transforming Lives Ministries began to take shape and grow.
The essence of TLM is based on the expected Spiritual and Personal growth of each Transformed Believer, to apply the Word of God to every situation they face with absolute faith, trust, and obedience to God’s Word.
TLM is foundationally rooted in Romans 12:2, which states, “Do not be conformed to this world, but be ye transformed by the renewing of your mind, that you may do what is that good and acceptable and perfect will of God.”
BISHOP DAVID A. MCNEIL
Bishop David A. McNeil has been a pioneer and a transformative force in building the Kingdom of God through profound Leadership and Organizational Development, Biblical Teaching/Counseling, Assimilation, Evangelistic Training, Community Assistance Services, and Behavioral Management for more than 35 years.
His advanced skill-set and exposure to create cutting-edge methods and strategies of comprehension and learning continue to produce growth and transformation, keeping organizations, ministries, and non-profits in close contact with the wisdom and relevant application that exudes from him.
1 Soul At A Time Ministries (1995) and Operation Re-Launch (2005), prior to TLM, were premier ministries created by Bishop McNeil with the intention to bring advancement, growth, and realization of the visions, missions, and goals of personal, organizational, and corporate entities.
He also has been extraordinarily blessed to have assisted some of the most heralded and anointed leaders, ministries, altar assistance and service with his pastor of 30yrs Bishop Charles E. Blake, the late Bishop G.E. Patterson-Presiding Presiding Bishop Drew Sheard (COGIC), Bishop T. D. Jakes, Dr. Myles Monroe, R. W. Schambach, Pastor Rod Parsley, Dr. I.V. Hillard, Bishop Paul S. Morton, Dr. Creflo Dollar, Evangelist Joyce Rodgers, and many others.
Included in his satchel of accomplishments are his distinctive work in facilitating and teaching the following seminars, trainings, workshops and conferences: Church Growth- “Growing and Building from the Inside Out”, Leadership Development- “The Dynamics of Change and Transition”/ “Preparing Leaders to Be Transformational Vs Transitional, Assimilation-“How to Turn a Member into A Committed Member”, Relational Development- Singles -“Understanding Me Before We” / Married-“Igniting the Fire, Unleashing the Passion”, Community Assistance –“Connecting to the Resources”; “Christian Growth – “Why Was I Created?”/ “What are my Spiritual Gifts?” and various series in Evangelism including: Evangelism 101, Cult Awareness and Apologetic training (Explaining the truths of God). His ultimate goal is to develop satellite Spiritual Urban Strategy Centers in different parts of the United States and across the world that promote expected personal and spiritual transformation in organizations of faith that duplicates itself in a third and fourth spiritual generation in that individual and organization.
PASTOR JACQUES MCNEIL
Pastor Jacques McNeil is the wife of Bishop David A. McNeil, Founder of Transforming Lives Ministries, a ministry focused truth, and transparency that leads to transformation.
She is an ordained pastor and profound speaker who advocates for Women in the areas of spiritual and personal growth and development. She is a woman given to prayer and consecration and she is a committed intercessor. A strong gift of discernment is what enhances her ability to uncover and bring clarity to many complex situations.Pastor Jacques is a leader amongst leaders with an exceptional gift of administration, exhortation, and faith. She is a trailblazer in women’s ministry. More than 25 years ago she founded Women Inspired Through Networking Elements Sister to Sister (W.I.T.N.E.S.S.) Book Club, a unique Christian literary ministry that reached beyond the boundaries of an ordinary book club. In addition to reading a book-of-the-month, women from all backgrounds come together to fellowship, network and challenge each other
to move higher in God. W.I.T.N.E.S.S. Book Club was much more than a book club! They were blessed to reach and teach women across the country through fellowship that fostered healthy relationships by Our Literary Selections, Our Community Outreach, Our Health & Wellness Programs, Our Monthly Intercessory Prayer & Corporate Prayer, and Identification, Activation, and Cultivation of each woman’s gifts, challenging each woman to step outside of her comfort zone. W.I.T.N.E.S.S. Book Club conferences and workshops have presented some of the premiere religious speakers and authors. Some of the authors who have left life changing impressions on the audiences are: Bishop Charles E. Blake, Dr. Ronn Elmore, Elizabeth George, Dr. Wanda Davis Turner, Wendy Gladney, Michelle Hoskins, George Thompson, Debra Pegues, and Pastor Theresa Ordell, just to name a few. She accepted the call of God to educate, motivate, inspire, enhance, and encourage the lives and lifestyles of believers and non-believers. To date, her ministry has transcended beyond the Church walls. She has been afforded the rare opportunity to minister in both religious and corporate arenas. Pastor Jacques is the author of Life Happens, 30 Strategies for Triumphant Living, a devotional handbook which challenges readers to understand that while life won’t be perfect, one can live a triumphant, Christ-centered life by applying biblical principles. Jacques is the founder of Empowered by the Word, Memorizing Scripture with Jacques McNeil, a Podcast that was launched prior to the pandemic in March of 2020. EBTW provided an educative bible study, scriptural meditation and memorization of the Word, which provided individuals with the tools to develop and activate their spiritual growth plans. She is currently an Instructional Designer at UCLA Health Systems in Los Angeles. She is also a certified behavioral analyst, mediation specialist and corporate image and professional development consultant. Together, Bishop David A. & Pastor Jacques McNeil have merged their anointing, expertise, skill, and, through “Transforming Lives Ministries”, to provide unheralded insight and consultation in the areas of: Leadership Development, Ministry and Business Infrastructure Development, Church Growth, Assimilation, Relational Dynamics, Pre-Marital Counseling, Conflict Mediation, Community Resource Connection, Customer Service and Life-Skills Training, and many other disciplines of development.
